Global dialogues towards a call to action for the future of volunteering

6. 本次對話所達成的重點訊息與行動呼籲如下:
  • 倡導志願服務的價值與會者一致認為應從家庭教育著手,讓志願服務的觀念從小扎 根。建議透過團隊工作坊與共同行動設計,提升志工的榮譽感、成就感與自我價值  認同。並建議辦理「志工家庭日」,邀請志工親友實地體驗服務內容,擴大社會支持  網絡。此外,也提出應結合多元媒體與社群平台進行正向宣傳,並導入跨領域學習(如AI應用與國際語言)及績優表揚制度,以提升參與動機與公共認同。
  • 賦能志工發揮影響力本次對話指出,應推行模組化的教育訓練制度,並鼓勵資深志    工擔任新進志工的引導者,以建立有效的知識傳承機制。強調促進跨世代合作,使   青年與高齡志工能共同學習與互相支持。同時也建議推動共同治理機制,鼓勵志工參   與組織的決策過程,提升其歸屬感。服務職能的設計應符合多元族群的需求,尤其針   對高齡志工,應納入志工保險、榮退制度與關懷措施,保障其服務權益並延續參與動   能。
  • 強化對志願服務的資源投資與會者呼籲政府應設立專責推動志願服務的單位,並明確編列志工專屬預算,以健全志願服務的法制架構,並強化政策穩定性與跨部門協作機制。同時,需投資於志工運用單位的專業化發展,例如培訓志工管理師與募資經理人等專職人力。大力推動公私協力機制,如企業CSR投入、會員制參與及志工小額自費培訓模式等多元籌資方式。也建議結合既有社會網絡,如宗教團體、宮廟組織與社區鄰里系統,作為志願服務的在地資源節點。此外,志工的實質保障亦不可忽視,包括保險、交通補助、裝備支援與心理健康照顧等,以建立一個友善、安全且專業的志願服務環境,促進其持續參與與永續發展。

​「志願服務是推動包容性發展的重要力量——它強化公民生活,凝聚多元社群,並促進共享責任以實現長遠進步。志願服務是一項超越政治與經濟界線的普世權利。沒有人應被排除在通往IVY 2026的全球志工倡議及合作之外。」

​6.The key messages or calls to action agree upon by the participants of my workshop as below
  • Championing the Value of Volunteering, participants emphasized the importance of starting with family education to instill the concept of volunteerism from an early age. Team-building workshops and collaborative service activities were recommended to enhance volunteers’ sense of honor, achievement, and self-worth. Organizing “Volunteer Family Days” was also proposed to allow family members to experience service firsthand and broaden social support networks. It was suggested that diverse media and social platforms be used to strengthen positive messaging, along with the integration of cross-disciplinary learning (such as AI applications and foreign language skills) and recognition systems to increase motivation and public recognition of volunteer engagement.
  • Enabling Volunteering to Make a Differencet, the dialogue highlighted the need for modular training programs and for experienced volunteers to mentor newcomers, creating effective knowledge transfer systems. Intergenerational collaboration was encouraged, allowing youth and senior volunteers to learn from and support each other. The promotion of co-governance models was also discussed, encouraging volunteers to participate in organizational decision-making processes to enhance their sense of belonging. Service role design should meet the needs of diverse groups—especially senior volunteers—through provisions such as insurance coverage, retirement recognition systems, and ongoing care to ensure continued participation and protection of their rights.
  • Significant Financial Investment in Volunteering, participants called on the government to establish dedicated units and allocate clear budgets for volunteer programs, thereby improving the legal framework and enabling stable policy support and cross-sector collaboration. Investment in the professionalization of volunteer organizations is essential, including training for volunteer managers and fundraising professionals. Public-private partnerships were strongly encouraged, such as CSR funding, membership fee, and small-scale volunteer-paid training models. In addition, incorporating existing networks—such as religious institutions, temples, and neighborhood associations—was recommended to strengthen community-based resource hubs for volunteerism. Investments in volunteers should also cover practical needs, including insurance, transportation subsidies, equipment, and mental health support, thereby fostering a safe, friendly, and professional environment for sustainable volunteer engagement.
 7. Significant quotes documented during the workshop Volunteering is a powerful driver of inclusive development—it strengthens civic life,
     unites diverse communities, and encourages shared responsibility for  lasting progress. Volunteering is a universal right that transcends
     political and economic boundaries. No one should be excluded from  the global volunteer community towards to IVY 2026.
