為能讓青年局志工團擴大影響力，讓更多在地就業就學青年對於新時代青年使命及創新精神產生共鳴，希望能以國際青年論壇作為集結號召，期待青年生命能彼此影響，為青年世代所做的每一件事情都能創造社會影響，尤其在疫情的不穩定時代，仍能看到獨創見解帶來不同青年發展的成功典範，讓高雄無論在社會、經濟或公民場域都有無限生機，本論壇將為青年解鎖困境，以「啟發、交流、共創、宣言」四部曲進行為期一天的討論，並於當日做成高雄青年共創解方作為宣示，展現青年勇於接受挑戰並實現自我的決心。

In order to expand the social impact of Kaohsiung Youth Bureau Volunteer Group, enable more local young people response to the new era with innovative spirit. The aims of hosting the International Youth Forum is inspire the mutual influence among youths with positive social impact. Especially in the unstable era by pandemic, the originality triggers different successful practices of youth development, which leads Kaohsiung to unlimited vitality in the social, economic or civic fields. This forum will unlock the dilemma for youth by four segments : "Inspiration, Exchange, Co-creation, Declaration" for discussion. Meanwhile, conducting to a co-creation solution for Kaohsiung youth as a declaration shows the determination of youth to face challenges and fulfill self-achievement.

創新與開啟 - 解鎖青年力
會議主旨希望能夠藉由創新思考協助青年為自己與城市之間建構共贏發展策略，我們由青年希望跳脫傳統框架的本質出發，創造一個有趣充滿對話性的溝通平台，也邀請青年創業者現身分享在各行業揮灑自我的實例，激勵與會者勇敢在城市中探索，將高雄當成一個遊藝埕-夢想與價值都有機會實現的城市，最後，由「青年」透過共識討論，總結自己與城市共生發展關係，告訴各界如何期待新生代引領風騷的新紀元。

Innovation and Ignition - Unlock the Power of Youth
The theme of the conference is to help youth build a win-win development strategy between themselves and the city by innovation. We hope the youth can jump out of the traditional framework, creating an interesting platform of dialogue. Further, the lecturers share own true stories of innovative entrepreneurship which encourage participants to explore the possibilities in the city bravely, and take Kaohsiung as a dreamland where the young people can freely fulfill their ambition and potential. And finally, through consensual discussions, the young generation will summarize their idea with coexisted development of the city, and share how they correspond to the social expectation in the new era.

Forum was proceeded by Four segments of "inspiration, exchange, co-creation, and declaration", through the speeches of key leaders, sharing of youth entrepreneurs, and idea pitch to reach the consensus of city solution.
